At http://www.bucharestairports.ro/en/transport you will find all connections.

Taxi:

Close to the luggage pick-up point, there are two automatic dispatchers. After you „call a taxi”, the system will give you a ticket with the car number and you have to check for that number on the cab's door. Also, there is a taxi station at the Arrivals Terminal with authorized Taxi Companies. You should look at their door for 2.10-2.40 lei/km.

In case you choose to travel by car:

Bucharest is situated in the southeastern corner of the Romanian Plain, being a major intersection of Romania's national road network. A few of the biggest national roads and motorways link the city to all of Romania's major cities (the A1 to Pitești, the A2 Sun Motorway to the Dobrogea region and Constanta and the A3 to Ploieşti), as well as to neighbouring countries such as Hungary, Bulgaria and Ukraine.
